Dubai Employment Visa Process
Residency sponsored by an employer - the labour file with the Ministry of Human Resources and the immigration file with Dubai residency, which have to line up exactly.
An employment visa is two files that must agree: a labour file with the Ministry of Human Resources and Emiratisation, and an immigration file with Dubai residency. A discrepancy between them – a job title, a name order, a salary – stalls both.
The employer’s obligations
What the company must do.
- Hold a valid establishment card and sufficient labour quota before hiring
- Issue the ministry’s offer letter and have it signed before the employee travels
- Obtain the work permit before the employee begins working – not after
- Provide the medical insurance required for residency
- Cancel both the labour contract and the residency when employment ends
The sequence
In order, and the order is not negotiable.
Quota and offer letter
The company’s quota is confirmed and the ministry’s offer letter signed by the employee.
Work permit and entry permit
Issued together. The employee may now travel.
Medical examination
In person, at an approved centre.
Emirates ID
Biometrics captured in person.
Contract and stamping
The labour contract is signed and residency stamped. Employment may now lawfully begin.

No. It exposes the company to penalties and the employee to worse. If timing is tight, tell us early and we will sequence it as fast as the process permits.
Then it is a status change rather than an entry permit, and it has a window tied to their current status. Do not let a visit visa run down first.

Before you hire
Five things to confirm before an offer goes out.
Every one of these has stopped a hire that everyone assumed was agreed.
- Quota. Does the company have permission to add this person? If not, that application comes first
- The establishment card. Current, or nothing can be filed at all
- The candidate’s current status. An open residency elsewhere in the UAE must be cancelled before a new one is issued
- Attested qualifications. Some roles require an attested degree, and attestation happens in the country that issued it. Start it early
- The job title. It has to reflect the role, sit within the company’s licensed activity, and match across both files
We run this check when you tell us you intend to hire, which is deliberately earlier than most firms would ask to be involved. It costs nothing, and it is the difference between a start date and an apology.
The job title
A small field that decides several things.
The title recorded on the labour contract is not cosmetic. It determines the category the permit is issued under, whether an attested qualification is required, and whether the role is consistent with what the company is licensed to do. It also has to match the immigration file exactly.
Two failures recur. A generous internal title the licence cannot support – a company licensed for trading appointing a clinical role, for instance – and a title on the labour contract that differs from the one on the residency, which surfaces later at precisely the moment the employee needs the paperwork to agree.
Choose the title against the licence and the role, then keep it identical everywhere. If the role genuinely changes, file the amendment rather than letting the record drift.
Questions employers ask
After the first hire.
Usually, yes. It is a cancellation on one side and a new file on the other, and the two have to be sequenced so the employee is not left without status in between. Tell us before they resign, not after.
The rules on restrictions have changed over the years and depend on how the previous employment ended. We check the individual’s actual record rather than repeating what the market believes to be true.
That depends on the circumstances, and it is one of the reasons cancellation should be filed properly and promptly rather than left open. Why cancellation matters.
Ending it properly
Cancellation is a process, not an absence.
An employee leaving does not end their residency. Someone has to cancel it, and until that happens the company still sponsors them.
This is the part of employment that companies handle worst, usually because it happens when attention is elsewhere – the person has gone, the role is being refilled, and the file feels closed. It is not closed. The visa remains live against the company until it is cancelled, and the company remains the sponsor of record.
The consequences are practical. An uncancelled visa continues to occupy the company’s quota, so the replacement hire is blocked by the person who already left. And an employee who has left the country on a live residency can accrue a problem that surfaces when they next try to enter.
The sequence
Settle the labour side first
The employment relationship ends on the labour file before the immigration file can follow. Final dues are part of this, not separate from it.
Cancel the work permit
With the Ministry of Human Resources and Emiratisation, which releases the labour side of the file.
Cancel the residency
With immigration. The employee’s Emirates ID is cancelled with it.
Confirm the quota is released
So the next hire is not blocked by a file that looks closed but is not.
There is a grace period after cancellation during which the person may remain in the country, and its length is set by immigration rather than by the employer. We confirm the current position rather than repeat a number that may have moved.
When it stalls
The three points where applications actually stop.
Most delays are not the authority being slow. They are a file that cannot proceed.
An application that has not moved for a week has usually not been queued behind other work – it has hit something. In our experience it is nearly always one of three things, and all three are visible before submission if anyone looks.
- The two files disagree. The labour file and the immigration file must describe the same person doing the same job. A job title entered differently in each, or a name transliterated two ways, stops both.
- A document expired mid-application. Passports are the usual culprit. A passport with only months left when the application starts can fall short of the validity immigration requires by the time it is assessed.
- The medical or the biometrics has not happened. These are the employee’s steps, and an employee who has not been told clearly what to do will assume someone else is doing it.
What that means for planning a start date
We would rather give you a date the person can realistically begin than the earliest one that is theoretically possible. If a passport needs renewing first, that is the honest start of the timeline, and telling you after the offer has gone out helps nobody.
