Permits and approvals from Dubai Municipality - food, fit-out, signage and public health. The approvals that decide whether a licensed business can actually open its doors.

A trade licence says you may operate. Dubai Municipality decides whether the premises you intend to operate from may be used that way – and for food, fit-out and signage, its approval is the step between a licence and an open door.

This is the part of a setup that catches people who assumed the licence was the finish line. It is also the part where doing things in the wrong order costs the most, because a fit-out built before approval may have to be changed.

Confirm the premises can carry the activity

Before signing, not after. A unit that cannot be permitted for your use is not cheap at any rent.

Fit-out approval is granted against drawings. Building first and submitting afterwards is how work gets undone.

Build to what was approved

Changes on site become changes to the submission, and the inspection is against the approved version.

The premises are inspected and the permit issued against them.

Signage separately

The sign is its own permission, on its own timeline, and is frequently forgotten until opening week.

Where it interacts with the licence

These are not separate worlds.

Municipality approvals and the trade licence reference each other. The activity on the licence has to match what the premises are permitted for, the tenancy registered under Ejari has to be the premises being approved, and a change to one usually implies a change to the other.

That is the argument for having the same firm hold both. When the licence, the premises and the approvals sit with three different people, the gaps between them become yours.

Usually far less of it. The heavy requirements attach to food, to premises open to the public, and to fit-out work. An ordinary office may need little beyond signage. We will tell you which of these actually apply to your activity rather than quoting the full list.

It can be, and how much depends on what has been built. Tell us now rather than at inspection – the options narrow considerably once work is complete.

It depends on the approval and on whether the submission is complete and consistent. The delays we see are almost always incomplete drawings or a mismatch with the licensed activity, not the authority itself.

Food businesses

Where the requirements are heaviest.

If you are opening anything that handles food, this is the part of the setup that deserves the most attention.

Food is the most closely regulated of the activities most clients ask about, and the requirements attach to the premises, the people and the product at the same time. None of it is unreasonable; all of it is checked.

  • The premises themselves – layout, finishes, separation of preparation areas, storage and waste, all assessed against the approval rather than against what looks tidy
  • Trained staff – food handlers require the training the authority prescribes, and a person accountable for food safety
  • Storage and cold chain, evidenced by equipment that is appropriate and monitored
  • Product and label registration where you import or produce packaged food, which is its own process and often the long pole
  • Inspection, which continues after opening rather than ending at the permit

The pattern we see is a lease signed and a kitchen built to a designer’s drawing, then redone to the approved one. Bring us in before the drawings are final and that does not happen.

Signage

A permit in its own right, and usually the last thing anyone thinks of.

Exterior signage is permitted rather than assumed. The permission attaches to the sign as it will actually be installed – its size, its position, how it is fixed and whether it is illuminated – so a sign fabricated before approval is a sign that may need refabricating.

What it turns on

  • The landlord’s consent for the position and fixing, in writing
  • The name on the sign matching the trade name on the licence exactly
  • Arabic on the signage, which is a requirement rather than a design preference
  • Whether the sign is illuminated, which brings its own considerations
  • The building itself, since some towers and communities impose rules of their own on top
